Predevelopment 101

Session Description

In this Predevelopment 101 session, the Milken Institute's Public Finance Program Director, Dan Carol, kicks off the General Track with a brief overview of what the predevelopment phase of a project entails, why it matters, and some key considerations as you navigate the journey of preparing your project for implementation or construction. During this lesson, we explore the major activities within the predevelopment phase, risk management considerations, and some early ideas around the role the federal funding opportunity may play in your project development.

Show Time for Infrastructure: Accelerating Shovel-Worthy Infrastructure Projects

Infrastructure Week has come and gone. Congress has put up serious money to fix roads, rebuild bridges, connect broadband, and address other essential public projects. While the numbers are big, the reality is that the US may not fill the $10 trillion investment gap needed by 2050 without leveraging federal funding to spur innovation, drive down maintenance, enhance resilience, and engage capital for community impact. Panel members will explain how the US could meet some of the key challenges in building and scaling modern, community-led infrastructure—from obtaining permits and de-risking projects to managing finance and deploying a workforce.

Value of Predevelopment

During the 2021 Select USA Summit, this panel explored the value of predevelopment funding to pay for tasks to be completed before project construction can occur, such as economic feasibility studies, site/lease acquisition costs, and architectural and engineering work. Learn more about how predevelopment works, where it fits, and how you can access this funding. Panelists from Environmental Group at Curtis, NRDC, Dayton City Commission, and project advisory firm.
